[Accessibility_sig] Talking IRC client

For those who use mIRC with Jaws or Window-Eyes with some frustration. There
is a set of scripts now available (for free) that make mIRC very usable and
accessible. Additionally, there are scripts to make mIRC work with
MicroSoft's SAPI speech engine...so no screen reader is needed.
