It's not exactly a checklist, but the WCAG specs are here: http://www.w3.org/TR/WCAG10/
Have you tried the Web Developer's Toolbar for Firefox? The tools section provide for checking against both Section 508 and WCAG. You can download it here: https://addons.mozilla.org/en-US/firefox/addon/60

Subject: [Accessibility_sig] Section 508 and WCAG Checklists
Hi,
I found a Section 508 Checklist for HTML on WebAim, which addresses what are a pass and fail. Does anyone have a WCAG checklist for pass and fail?
Since I am a neophyte to accessibility I am also looking for references to accessibility tips for development. These would go hand in hand with the standards, but would be a large laundry list of items like:
No use of tables, use divs wherever possible
No use of dropdowns, use radio buttons
Alt tags for all images
Use space in alt tags "description"
Use "null" alt tag for spacer gifs
Use labels for all form fields
Etc.
