[Accessibility_sig] Drop down menus

True, NSF's menu is terrible.  I believe James Craig worked on the 
TexasOnline flyout menu, and to get around that shortcoming, each sub-page 
had the same links on it that the submenu had.  for example:

http://www.state.tx.us/category.jsp?language=eng&categoryId=1

The first link in the flyout menu "About Texas" has submenu items for 
flags and symbols, general information, geography, history and culture, 
kid's corner, maps, population and demographics, souvenirs and texana, 
weather.  If you click on "About Texas", the page you get contains those 
links in plain text.  A little more trouble to use for visually impaired, 
but at least they can still navigate it.
