[Accessibility_sig] question about character set

When I attempted to validate the home page of the coalition of Texans with
Disabilities (HYPERLINK "http://www.cotwd.org"http://www.cotwd.org), I
received the following error:
 
No Character Encoding Found! Falling back to UTF-8. 
 
Where and how do I specify the character encoding?
