I got this comment from Mike Brown, with Full Code Press, back in May
when I first saw the site:

There'll be a judging panels appointed for FullCodePress events. We'll
make sure we cover all of the aspects needed - from client focus,
through visual design, through accessibility and content.
In the competition rules [http://www.fullcodepress.com/rules/] we have
that sites should complay with WCAG Priority 1 and 2 checkpoints. Both
organisations behind FullCodePress (Webstock and WIPA) come with a
very strong web standards focus and background, so we definitely
intend to "walk the walk" in these competitions.

I haven't looked at the event since then, so I don't know what they've
done since.
