[Accessibility_sig] Best way to test accessibility offline

The accessibility toolbars for IE and Firefox will work for HTML pages
that are offline. Some of the tools require web access, but not all of
them. For instance, you can pull up a list of headings and show heading
structure; you can toggle images and alt text, things like that.
