[Accessibility_sig] W3C WAI Guidelines

Hi,

The WAI priority checkpoint guidelines say that we should comply with a
certain guideline:

<quote>Otherwise, one or more groups will find it difficult to access
information in the document.</quote>

Has anyone seen a list, explaining which 'group' of individuals will be
affected by each specific priority level?

I've been asked to compile a report explaining which viewers are impacted at
each priority level.

I don't wish to reinvent the wheel if it has recently been done.
