[Accessibility_sig] web survey tool

GMETA is building a very simple web based fully accessible survey 
system, right now.

We have a skeleton system running in-house and are gathering additional 
requirements right now.

We are also look for a pilot group to help fund the final development in 
some small way.

It's being written in Ruby on Rails and we're pretty excited about it.
