You may want to look at Wikis. I believe that Tiki-Wiki might do
want you want in an accessible manner. They are open source, but
they do have accessibility guidelines for developers. They do not
specifically police all the add-on modules, but I found the
components I used (wiki, announcements and blogs) fairly
accessible. I did not get a chance to look at their calendar system,
but I know they have one. You can also set up groups and subgroups,
allow for complete openness, open viewing and closed editing, or have
it completely password protected.
They also have a person on the project who handles the accessibility
side of things. She was very responsive to me when we were setting
things up and had questions about accessibility.
