[Accessibility_sig] specialized sites

While regs request ALL material to be accessible, it would probably be
more efficient (in my opinion) to invest time on material that is openly
available to the public, first. If the decision was mine, I would ask
"would a non-special needs public user be able to access this
material?"
If this is internal use only information, how would a special needs
user know it exists and thereby request accommodation?
 
Bottom line, prioritize.
