Job Description:
The Programmer V is selected by and is accountable to the Manager of Case 
Management Systems or Manager of Consumer Support Systems. The Programmer V 
performs complex computer programming. The Programmer V works under limited 
supervision with considerable latitude for the use of initiative and 
independent judgment Duties include:
• Overseeing the coding, testing, and debugging of programs and the 
preparation of test data.
• Assisting in developing solutions to software-related problems.
• Insuring all applications delivered are accessible by agency adaptive 
equipment and software.
• Assisting in developing standards and procedures for programming staff.
• Consulting with other staff members to schedule work and coordinate 
programming projects.
• Performing additional duties as assigned by the Manager of Case 
Management Systems or the Manager of Consumer Support Systems Applications.

Due to project scheduling, the Programmer V may be required to work other 
than normal working hours. Approximately 10% in-state travel may be required.

Essential Job Functions:
1. Assures effective development and delivery of Information Technology 
systems to satisfy the DARS' automation requirements including being 
accessible by agency adaptive equipment and software. 50%
2. Develops and maintains complex systems that include inputs, outputs, 
processing, security, control, backup, recovery, interfaces with other 
systems and manual tasks, in order to meet specification requirements. 30%
3. Relates effectively with customers, co-workers, other agency or industry 
peers, and vendors. 10%
4. Mentors development team members to promote an effective teamwork 
environment. 10%

Knowledge Skills Abilities:
Knowledge of the principles, practices and techniques of computer 
programming and systems analysis; Knowledge of computer operations 
procedures and systems Knowledge of computer programming languages Skill in 
the use of computer equipment Skill in modifying programs for computer 
applications Ability to analyze problems and develop solutions; Ability to 
code, test and debug computer programs Ability to determine software 
problems Ability to communicate effectively Ability to plan, assign and /or 
supervise the work of others

Initial Selection Criteria:
Experience in developing applications with assistive devices such as screen 
readers, magnifiers, and voice recognition software and HTML coding
2) One year web based programming
3) Java experience
4) Weblogic experience
5) Graduation from an accredited four-year college or university with major 
course work in computer science
